Demonstrated experience with Microsoft SQL Server
Demonstrated experience developing client/server applications using PowerBuilder version 10 or greater.
Demonstrated experience with PowerBuilder migration/upgrade projects.
Demonstrated experience in using Team Foundation Server and its related features.
1.0 BACKGROUND
The Information Management and Technology Directorate (IMTD) within the Corporate Services Branch (CSB) of the Canadian Nuclear Safety Commission (CNSC) is a strategic IM/IT service provider to the Commission.
The Application Services Division (ASD) within IMTD is responsible for the design, development, and implementation of IM/IT solutions to meet the business needs of different areas of the CNSC.
2.0 SCOPE OF WORK AND TASKS TO BE PERFORMED
ASD requires the professional services of one (1) Senior Programmer Analyst to provide Power Builder development services in support of IMTD systems:
The tasks to be performed are:
Interpret systems requirements documents in order to develop IT solutions;
Document system design and detailed deployment instructions;
Test, repair and confirm successful development of the application through 4 distinct environments, Integration, QA, Staging and Production;
Provide support and maintenance of existing systems through release management;
Provide development support for the purposes of conversion to new versions of Cold Fusion;
Re-use existing standard modules, developed by ASD;
Maintain standard Look & Feel as defined by ASD;
Create/Perform unit testing of the solution modules during development;
Respond to bug reports and fix issues in a timely fashion.
3.0 TECHNICAL ENVIRONMENT
Microsoft SQL Server 2008 and 2012;
Microsoft VB.NET and C# 3.5 web applications;
Cold Fusion version 7 to 11 applications;
PowerBuilder version 12.6 applications;
Windows 2008 and 2012 servers;
Windows 7
Microsoft Office 2010
4.0 DELIVERABLES
Design documents;
Application development / code;
Automated deployment packages;
Detailed deployment instructions documents Reports as defined in paragraph 5
5.0 REPORTING REQUIREMENTS
The Senior Programmer Analyst will provide the following reports to the Project Authority at the following times:
5.1 Timesheets
Timesheets detailing the time spent on each project are to be submitted weekly to the Project Authority using the format provided by the contract authority.
5.2 Status Reports
For each project, status reports will be provided to the Project Authority upon request from the Project Authority:
the work completed since the last report;
work planned to be performed during the next reporting period;
identification of any potential problems and proposed course of action.
5.3 Project Final Reports
Date: As agreed upon with the project authority, for each project
Copies: One hard copy and one electronic (MS Office or Adobe) for each project
Format: To be specified by the Project Authority.
5.4 Final Briefing / Knowledge Transfer
Date: 2 days before contract end
Location: The CNSC ASD Telesat offices.
purpose: To walk through documentation and perform knowledge transfer to the CNSC staff .Net Developers, present findings and recommendations documented to the CNSC staff and invited guests.
Copies: One hard copy and one electronic (MS Office or Adobe)
format: To be specified by the Project Authority.
Note: The CNSC reserves the right, at its own discretion, to have all written products printed under CNSC cover, and to distribute them publicly at its discretion. Translation of the document into French or English, CNSC report covers and the publication number(s) will be provided by the CNSC.
6.0 Language of Work
The language of work and deliverables will be English.
7.0 Location of Work and Travel
The work is to be performed on-site at CNSC 1601 Telesat Court. No travel will be required.
8.0 Responsibilities and Support provided by the CNSC
CNSC will provide a workstation and computer on the premises for the contractor to perform the work required. CNSC technical team members and subject matter experts will be made available for meetings.
