Position Overview:

TELUS Health is looking for a qualified individual to manage the implementation of the Electronic Medical Records (EMR) solution in physician practices and clinics working closely a diverse team of staff dedicated to improving clinical care, clinic workflow and supporting provincial government programs focussed on EMR adoption.

This motivated and multi-talented individual will work closely with various doctors and government along with a talented team of fellow project managers, training specialist, professional service engineers, and client support personnel to ensure a smooth, efficient and successful client experience. This position reports to the Director of Projects.

Responsibilities:
Manage multiple implementations and ensure client reach targets are met

Maintain updated information in CRM system
Create project plans and help write requirements documents for new projects requested by project sites
Serve as single point of customer contact

Project background
Director Human Resources Information Management (DHRIM) is responsible for the planning, scoping, initiation, design, development, implementation and maintenance of Human Resources (HR) and HR-related software applications. Oracle PeopleSoft is specialized Enterprise Resource Planning (ERP) software for the purpose of managing the full HR systems and processes and is one of the major toolsets in use at DHRIM.
DHRIM is responsible to meet the needs of the HR community through various software applications including various web-based solutions, Oracle PeopleSoft HR and other proprietary products. The HR community, through the Human Resources Business Transformation Office (HRBTO), works with DHRIM to develop and deploy end-to-end IT solutions using these various technologies. There is a current need to develop and implement or maintain various new modules in HR Planning, Workforce Management, Organization & Establishment, Classification, Staffing & Recruiting and Reporting & Monitoring using the Oracle PeopleSoft Enterprise Resource Planning Human Resource Management System (HRMS) & Human Capital Management (HCM) Software.
The military HR system is currently on an unsupported version of Oracle PeopleSoft (version 7.5). The Military Personnel Management Capability Transformation (MPMCT) is working jointly with DHRIM resources to establish a primary release of Guardian (HRMS Military). DHRIM must ensure that any integrated application or technology to be maintained by DHRIM will be developed as scalable and maintainable.
The responsibilities of the Project Authority include the development of software and the responsibilities of the Technical Authority include the development of the department's implementation of the Government of Canada version of Oracle PeopleSoft HRMS and HCM and ERP software.

Tasks

Develop and maintain PeopleSoft modules using Oracle PeopleSoft PeopleTools.
Review and analyse change requests and assess the impact to the existing system.
Propose cost-effective solutions to meet functional requirements.
Build prototypes or working models to demonstrate solutions to technical problems or functional requirements.
Provide technical input and consultation for functional fit-gap of business requirements within the existing system.
Design and implement security in accordance with the functional requirements.
Design, develop and implement reports using a variety of technical solutions including SQR, XML Publisher and Application Engine.
Design, develop and implement system interfaces using a variety of technical solutions including SQR, XML Publisher and Application Engine.
Provide consultation to the quality assurance team for technical and functional implementation design decisions to ensure adequate quality assurance.
Provide knowledge transfer for the modules and technologies as they are implemented.

BACKGROUND

The Chief Information Officer Branch (CIOB) provides timely, reliable, efficient administrative and technical services through its Information Technology Services (ITS) offices to support internal programs and clients in achieving NRCan’s objectives.
The CIOB/ITS team are responsible in delivering and maintaining web/desktop applications for various internal departmental clients.
There is an internal service offering catalogue which includes and not limited to:

Project Management
Business Analysis
System Analysis
Application Development
Quality Assurance
Testing
Application Support and Maintenance

The CIOB/ITS team currently manage numerous projects and anticipate the workload to increase exponentially depending on internal client demand. In the event there is a need to acquire additional resources to absorb workload requirements NRCan would like to establish a contract for the provision of professional services in the resource categories of Programmer Developer on an “as and when required” basis to support internal clients and development projects, as necessary.

Scope of the Work
NRCan has a requirement for six (6) Programmer Developers (with one of the following: Java, and/or .Net and/or Cold Fusion).

These resources will assist in the development, deployment and maintenance of several applications within the Application Development Solutions and Business Requirements and Web Solutions offices.

OBJECTIVES
The resources will work with and report to the internal resources in conducting the following:

The design, development, implementation and maintenance of applications as per client requests and based on Departmental Software Development Lifecycle (SDLC) processes.
Working in conjunction with other Application Development Solutions subgroups in delivering NRCan applications

Project Background
ITSB manages software assets for approximately 15,000 employees located across Canada.
The SAM team is the first point of contact for user requiring COTS software license purchases or software maintenance and support services.


DUTIES

· Resource will use Service Desk Plus (SDP) to scan PC, assign license, modify/close PO, check software compliance and generate reports.

· Client requesting new software need to be assessed following SAM policies before sending the request to IT IS Acquisition

· Software renewal needs to be assessed by SAM in order to confirm established standards are met before sending the request to IT IS Acquisition

· Once the contract is awarded, SAM must validate received software received against Purchase Order (PO), close the PO and assign license or maintenance to client

· Analyse client requests for software and provide guidance as needed.
· Propose software solutions to client that meet established standards.
· Communicate by email, phone or in person with clients or vendors.
· Gathering of information
· Inform client about End User License Agreement (EULA) related to their software
· Create Purchase Orders
· Close Purchase Order (reception of the license)
· Coordinate installation of software on client PC
· Update the Definitive Software library (DSL)
· Manage (Add, modify and delete) license in SDP
· Associate license to client in SDP
· Create License Agreement in SDP
Generate reports
Perform other related duties incidental to the work described herein.
The resource may be called to participate in meetings with the team leader. Other meeting will be held as required with clients, management

The Organization

BACKGROUND
Transport Canada requires the services of Programmer-Analysts to work on application development for Application Management Services (AMS) branch.

Objective
Application Management Services (AMS) wishes to use PWGSC’s Aboriginal Set-Aside (ASA) Task-Based Informatics Professional Services (TBIPS), to draw on the following resources, as and when required, for support and maintenance of AMS applications:
Up to 10 Programmer/Analysts, Level 2
Up to 5 Programmer/Analysts, Level 1

Service Requirement
This Contract requires “as and when required” services. There is an anticipated requirement of up to ten (10) Programmer/Analysts at the Intermediate level and up to five (5) Programmer/Analysts at the and Junior level throughout the length of the total contract period, including option year(s).

The Programmer/Analysts will work in support of Transport Canada program areas and business lines.
