A1.2 Background and Objectives:

Health Canada and the Public Health Agency of Canada (HC/PHAC) requires the services of two (2) Programmer/Software Developers, Level Three (3) and one (1) Programmer/Software Developers, Level Two (2) on an “as and when required” basis to undertake work on a number of .NET projects to support the Microsoft .NET Solutions & Support Group of Health Canada’s Solutions Centre on an “as and when required” basis.



A2.1 Tasks and Activities:

The scope of the specific work will be detailed in a Task Authorization on a project by project basis and may include new development projects; upgrade/support of existing applications; system administration of tools such as IIS, Team Foundation Server; integration of tools such as MS Dynamics CRM, MS Outlook. The Level of the Resources and the number of the required resources will be identified in the Task Authorizations.



It is expected that the Level Three (3) resources will be required for the more complex projects and the Level Two (2) resources for the less complex work.

Complexity will be determined by Health Canada officials based on an assessment of the dollar value of the project; the project’s risk profile, the impact to the organization of the project, if multiple departments are involved and the timing required.

Project Overview:

The Department of Foreign Affairs, Trade and Development Canada (DFATD) has implemented an Enterprise Web Content Management System (EWCMS) based on the Interwoven suite of products. The EWCMS supports the departmental internet and intranet web sites as well as many web applications deployed for use at Headquarters (HQ) and missions.

Mandatory Requirements:

· The proposed resource must demonstrate, substantiate and describe a minimum of 10 years of experience in an IT environment providing extensive hands on QA testing;

· A minimum of one (1) year experience in the past 2 years providing hands on QA testing in each of the following environment;

o IE 9,

o Chrome, and

o Firefox in both official languages.

· A minimum of one (1) year experience in the past 2 years, providing hands on QA testing, on each of the following technologies:

o Team Foundation Server (TFS) 2012 or up;

o Autonomy Interwoven TeamSite v7.3.2. or up ;

o Autonomy Interwoven Open Deploy v7.3.2. or up;

o Interwoven TeamSite editor/author workflows;

o Autonomy Interwoven MetaTagger.

· A minimum of one (1) year experience in the past 2 years providing hands on QA testing in a Microsoft .NET Framework environment on IIS 6.0 servers;

· A minimum of one (1) year experience providing hands on QA testing Government of Canada's Web Experience Toolkit 3.0 (WET 3.x) widgets;

Assignment Name: Service Ontario Remedy Applications Upgrade
Anticipated Assignment Start Date: December 15, 2014

BACKGROUND INFORMATION
The four (4) Service Ontario applications developed in Remedy are hosted in a technical environment that is outdated placing the support for these applications at risk. The many risks associated with having unsupported software (both Remedy and Oracle) have limited HSC’s ability to be responsive to business area change requests.
The 4 applications are:

1. Registration Information Tracking System (RITS), a case management system used for tracking and reporting of such cases as eligibility assessments, data validation assessments, and OHIP coverage review.
2. Service Ontario 24/7, a call centre that supports front counter agents answer health card registration policy questions as well as questions about use of the health card registration systems.
3. Hotline, this service is provided to the provider community only to help look up health numbers and version codes.
4. Open for Business, used for the public on various ministries general inquiries such as general inquiries, businesses, research, grants, vehicle plates, licenses, and much more.

The acquired resources will develop the testing documentation required to support the upgrade of the Service Ontario Remedy applications.

CLIENT’S REQUIREMENTS
Scope of Services and Deliverables - The Services and Deliverables to be provided by the Vendor will include the following:
Deliverables
? Analyze business requirements documentation including Use Cases and non-functional requirements
? Main contributor to the testing strategy
? Create systems test plan and test suites (including test cases)
? Analyze test data requirements and create appropriate test data to support the test strategy
? Execute system tests adhering to HSC Test Methodology
? Verify that actual results meet expected results. Examine test databases using SQL. Analyze and log test results.
? Weekly reporting on status, progress, and key issue/concerns as directed by the Project Lead or Sr. Project Manager
? Provide knowledge transfer to OPS staff.

Technical Skills
? 5+ years’ experience as an IT systems tester
? Excellent knowledge of Oracle, and IBM DB2
? Excellent experience with SQL
? Experience using test automation tools, preferably IBM Rational Functional Tester
? Desirable experience using performance testing tools, preferably IBM Performance Tester
? Excellent web-based and client-server application testing and environment experience
? Experience in structured methodologies for the development, design, testing, implementation and maintenance of applications.
? Ability to understand and analyze business requirements, non-functional requirements, and systems response documents in order to design and execute test plans and test suites (including test cases) to ensure proper system functioning and that business requirements are met
? Ability to write test plans and test cases that are well-structured, easy to maintain, and easily understood by developers, business analysts and clients
? Experience with and understanding of relational databases relevant to create appropriate test data

? Submit Deliverables for the Cluster/Ministry approval as they are completed;
? Comply with the Ontario Government and the Cluster/Ministry security procedures and practices;
? Comply with the Ontario Government and the Cluster/Ministry architecture/technology standards and best practices;
? Comply with the Ontario Government and the Cluster/Ministry Conflict of Interest and Confidentiality Guidelines;
? Provide knowledge and skill transfer to a designated Cluster/Ministry staff; and
