Project Information
Panorama is an integrated, electronic public health record developed to improve and support management of communicable disease cases, outbreaks, immunizations, and inventory. It also provides work management and notifications to support these key functions.
When implemented, Panorama will provide authorized health-care professionals throughout Manitoba the ability to collect share and analyse a wide range of health information critical for managing communicable diseases, such as SARS and H1N1, at the community, regional, and provincial levels.
Panorama will provide a standardized approach for data collection and reporting on public health functions aimed at supporting analysis and sharing of consistent data across jurisdictions. With it, Manitoba will have access to the tools to respond appropriately to epidemic-prone and emerging disease threats and, in turn, help to minimize their impact on people’s health and on provincial and national economies.
The project will see the delivery of the following core functional areas:
Immunization Management
Inventory Management
Communicable Disease Management
Outbreak Management
Work Management and Notifications
In addition, there are several shared services that work across the core functional areas, providing additional features such as a client index, communication log, reporting, provider registry and more.
The project will deliver the functionality in three releases:
Immunization & Inventory – Pilot targeted fall 2014
Communicable Disease – Pilot targeted spring 2015
Outbreak Management – Pilot targeted winter 2015
Relevant work management, notifications and shared services will be included in each release.
The final product is a province-wide solution using a single common database, available 24 hours a day with limited downtime allowances. The implementation will use the Panorama version determined to be fit for purpose, which has been fully acceptance tested and is production ready at time of implementation.
The solution will be supported by processes, policies and procedures configured to support harmonized business processes used across all regional health authorities (RHAs), Manitoba Health (MH), First Nation and other health care areas. The potential users with direct access to the Panorama solution include, but are not limited to, Public Health Nurses, Medical Officers of Health, Public Health Inspectors, Epidemiologists, Emergency Department Staff, Nursing Stations, First Nation Health Centres, Infection Control Practitioners, and administrative staff/clerks across the province of Manitoba.
Access to immunization data will be available to other users through eChart, which currently receives its information from the Manitoba Immunization Monitoring System (MIMS).
The infrastructure, database and application will be centrally hosted within Manitoba eHealth with an appropriate disaster recovery solution in place. It is not expected that the disaster recovery solution will permit High Availability (i.e. hot-hot), and ultimate cost will determine the level of availability that is required (i.e. hot-warm, hot cold, etc.).
The system will be accessed through a web-based interface through a Manitoba eHealth-provided remote access connection, the Internet or across the Provincial Data Network with strong authentication as per the documented requirements.
Interfaces:
The implemented solution will include interfaces to other systems.
An interface is defined as the boundary across which two independent systems meet, act on, or communicate with each other. This includes the messages, language and codes used to communicate between computer applications or systems.
The following systems are candidates for interfacing with Panorama and the interface approach will be confirmed during detailed design.

Data:
The implemented system will initially be populated with data from existing systems. The data will need to be mapped to the appropriate standards and transformed to meet the end state requirements.
Data migration is the process of a one-time transfer of information from one computer systems to another for the purpose of populating the targeted system. An example of data migration would be transferring health information stored in an existing electronic system to a different system to populate the database with historical data.
The following systems are candidates for data migration with Panorama and the migration approach will be confirmed during detailed design.

Communicable disease databases from Manitoba Health and existing regional Public Health databases will be limited to the top highest priority databases as approved by the steering committee.
The final product will include appropriate system and user security and will be PHIA compliant with respect for OCAP - ownership, control, access, and possession.
The solution will include an on-going operations support model agreed by eHealth, all RHAs, Manitoba Health, First Nation and Inuit Health, and the Panorama Management Office (PMO) supported by the appropriate agreements. This will include support for the Panorama application; infrastructure and 7 x 24 help desk support.
Resource Needs:
Manitoba eHealth is seeking an experienced testing and quality assurance resource to join our project team. Reporting to Panorama Testing Team Manager, the resource will participate in the creation and execution of test strategies, plans, use cases and scripts as appropriate. The testing and quality assurance analyst will:
Participate in the development of the Quality Test Plan
Responsible for coordinating work of testers on sub-components of the quality plan
Participate in executing test scripts
Participate in creating test scripts
Participate in documenting test results
Participate in issue resolution
Responsible for communicating test issues to business leads and for reporting on test plan progress and status to the Project Manager and/or Team Manager as appropriate.
The resource will join an established team and may be assigned other duties at the discretion of the project manager.
